Mr. Chairman, members of the committee, I am Ric Oxender of Oxender and Associates. I am here today representing the Ohio Conference of AAA Clubs. The Ohio Conference is composed of the 13 individual AAA Clubs operating in Ohio and represents more than 2.5 million members. The National AAA has developed a long standing policy supporting graduated driver licensing. We have worked diligently in all 50 states to enhance driver licensing laws for novice drivers. Statistics clearly indicate that novice drivers are extremely vulnerable to auto crashes resulting in serious injury and death. It has been shown that when driving privileges are phased in gradually, the skills, values and attitudes associated with responsible driver behavior are better fostered and strengthened. Our policy strongly encourages extended learner’s permits and intermediate/probationary licenses, establishing relevant and timely restrictions on driving, especially on night time driving and driving during the first stages of obtaining a license, as well as limits on the numbers and ages of passengers. Because AAA feels so strongly about early driver safety, we have established a broad based statewide coalition of support for strengthening Ohio’s graduated driver license laws. Our group is called the OHIO TEEN DRIVER COALITION. We are developing a web site also at www.ohioteendriver.org. In the coming weeks we will be launching a strong effort to educate the public and our teen driving population about safe teen driving and H.B.343. I have attached a list of current members of our coalition and in the coming weeks we expect to add many more. As this bill progresses, you will hear from members of our coalition. All of these members feel strongly about how we can help save the carnage on our highways involving novice teen drivers. And you will hear further today some startling statistics and personal stories on this matter. You will also undoubtedly hear from those who will not be in favor of this legislation. Some will say that it will result in a terrible inconvenience since teen carpooling will be limited. Others will claim that costs will increase because of higher gasoline prices. All I can say at this point is that no teen should be severely injured or die due to inconvenience or high fuel prices.
